Graduated in Law from the University of Coimbra and in Political and Social Sciences from the University of Lisbon, Master in Law from the Catholic University, PhD in Law from the Catholic University of Louvain-la-Neuve, he was a professor at ISEG for more than three decades (1972 - 2006), teaching Economic Law, Community Law, Labor Law and Trade Unionism, Political Science, Theory of Social Formations (State Theory), Institutional Frameworks of Economic Life and Fundamental Notions of Law.
Author of a vast bibliography, with works published in books and academic articles in the areas of Economic Law, Tax Law, Public Finance, Political Science, European Law and Competition Law.
He is a renowned tax specialist and has held various consultancy positions in national and European public bodies. He was Secretary of State for Tax Affairs in the XIII Constitutional Government, between 1995-99.
He was a member of the ISEG Painting Workshop, where he participated with several artists. works in their exhibitions.
