Is there an optimistic bias in the Portuguese government’s economic forecasts? And why?

In this MFW we analyze if there is an optimistic bias in the Portuguese Government’s economic forecasts. To do this, in the first part, the economic forecast field was examined for a better understanding of the subject, and in the second part, the Portuguese government's forecasts were specifically analyzed in comparison with the EC, IMF and OECD, for the economic indicators, GDP growth, inflation rate and unemployment rate, for the period 2005-22.
